JOB TRAINING AND UNEMPLOYMENT INSURANCE

 

Employment Training - Adult

Funding: $500 million; New Jersey will receive $9.4 million to be distributed by a formula to local workforce areas

Administrator: State of New Jersey

Description: Formula funding to states and local government to facilitate increased training of individuals to train unemployed adults and ensure that supportive services and needs-related payments are available to support the employment and training needs of priority populations, including recipients of public assistance and other low-income individuals.

Employment Training - Dislocated Workers

Funding: $1.25 billion; New Jersey will receive $32.7 million to be distributed to local workforce areas. Additional resources are reserved for statewide services to workers affected by mass layoffs.

Administrator: State of New Jersey

Description: To assure that supportive services and needs-related payments that may be necessary for an individual's participation in job training are a part of the dislocated worker service strategy.

Employment Training - Youth

Funding: $1.2 billion; New Jersey will receive $20.8 million and more than $17 million of that funding will be distributed to local workforce areas. The remaining funds are reserved for the administration of the statewide program.

Description: Funds will go to increase training and employment opportunities through the One-Stop Career Center System. .

YouthBuild

Funding: $50 million

Administrator: U.S. Department of Labor

Description: Funds will be awarded on a competitive basis and will provide services for at-risk youth, who gain education and occupational credentials while constructing or rehabilitating affordable housing.

Green Jobs Training

Funding: $500 million

Administrator: U.S. Department of Labor

Description: These funds will be awarded on a competitively basis by the U.S. Department of Labor and will go to programs to train workers in energy efficiency and renewable energy jobs.

Job Corps Program

Funding: $250 million in competitive grants

Administrator: U.S. Department of Labor

Description: The funds will support construction and modernization of a network of residential facilities serving at-risk youth. The funds will allow the Office of Job Corps to move forward on a number of ready-to-go rehabilitation and construction projects, including those where competitions have already been concluded.

Unemployment Insurance

Administrator: U.S. Department of Labor

Description: Benefit payments are increased by $25 per week through December 31, 2009 for individuals receiving Trade Readjustment Allowances, Disaster Unemployment Benefits, regular Unemployment Compensation, Extended Benefits, or EUC.  Additionally federal income tax on the first $2,400 of unemployment benefits is suspended for 2009.
