HOMELAND SECURITY

 

These projects, listed alphabetically by name of the requesting organization, will invest in police departments, Emergency Operating Centers, and safety systems to improve Homeland Security in New Jersey.

 

Sea Bright Municipal Facilities Complex

Borough of Sea Bright
Sea Bright, NJ

The requested funding will be used to demolish existing sub-standard facilities and to construct one new municipal complex housing all emergency services as well as court and municipal offices. A new facility will be more cost effective which is critical because Sea Bright emergency services provide fire protection, basic life support, hospital transportation services as well as police back up for not only its residents and visitors, but also for Gateway National Park at Sandy Hook which can draw up to 30,000 visitors in a single day.

Amount Requested: $1,000,000

 

Emergency Operations Center Equipment

Cherry Hill Township
Cherry Hill, NJ

The requested funding will be used to purchase and install interoperable communication equipment for the new Emergency Operations Center that will help to enhance the coordination for routine events as well as possible emergencies.

Amount Requested: $228,125

 

Jersey City Fusion Center

City of Jersey City
Jersey City, NJ

The requested funds will be used to help construct and equip a dedicated Fusion Center that will provide an effective mechanism to exchange information and intelligence between the public and private sector. The ultimate goal is to create an environment where government, law enforcement and public safety officials can work together to improve homeland security and prevent criminal activity.

Emergency Management Communications System

City of Orange Township
Orange, NJ

Funds will be used to purchase radio equipment and computers for the conversion of Office of Emergency Management and Fire Department communications technology and equipment to Narrowband radio frequency. The replacement of the equipment will allow for improved coordination of regional emergency resources and is necessary to fulfill a mandate by The Federal Communications Commission.

Emergency Operations Center Upgrades

City of Passaic
Passaic, NJ

The requested funds will be used to install a state-of-the-art communication command center and an emergency generator at the Emergency Operations Center (EOC). This project will make the EOC compliant with National Incident Management System standards which will help the City of Passaic better collaborate and communicate with other jurisdictions, state and federal governments and private entities during an emergency situation.

Emergency Operations Center Upgrades

County of Gloucester
Woodbury, NJ

Funding will be used for equipment upgrades at the Gloucester County Emergency Operations Center.

Emergency Operations Center

County of Hudson
Jersey City, NJ

Funding will be used to renovate and to purchase telecommunications technology for an existing facility to provide space to coordinate the planning, risk-identification, communications, and response capabilities required to protect the lives of Hudson County's citizens. The EOCs command center will be technologically advanced and will deal with event evaluation, team tasking and alert notification. This project will significantly increase the County's preparedness and ability to deal with a man-made or natural disaster.

911/OEM Expansion Project

Cumberland County Office of Emergency Management
Bridgeton, NJ

The requested funds will be used for the construction and renovation of the existing 9-1-1 and emergency management operations facility in Cumberland County. This will provide a secure location for the County Emergency Management - Emergency Operations facility as well as for the public safety answering point (9-1-1) in Cumberland County which provides dispatching services for fire, emergency medical services and other support agencies.

Union Mill and Hartford Flood Mitigation Plan

Mount Laurel Township
Mount Laurel, NJ

The requested funds will be used to identify and implement a flood mitigation project to solve the roadway flooding on both Union Mill and Hartford Roads. This will help to enhance public safety by ensuring that these roadways will remain passable as primary roads and emergency evacuation routes.

Emergency Operations Center Enhancements

Town of Guttenberg
Guttenberg, NJ

The requested funds will be used for the renovations and equipment purchases for the Guttenberg Emergency Operations Center in order to improve emergency response communication and security. The project will make the EOC compliant with National Incident Management System standards which will help Guttenberg collaborate and communicate with other jurisdictions, state and federal governments and private entities during an emergency situation.

Emergency Power Generator Upgrades

Township of Hopewell
Titusville, NJ

The requested funds will be used to make improvements to the Police Department’s emergency power generator system.

Back-up Emergency Communications Center Radio Paging Upgrade

Township of Livingston
Livingston, NJ

The requested funds will be used for the purchase and installation of a new radio/paging system for the Township of Livingston's Joint Emergency Operations and Dispatch Backup Center. This system would serve as a combination back-up center for both Police and Fire Dispatchers, located offsite from the main dispatch center. The new back-up radio/paging system would increase the safety to the general public through efficient dispatch of emergency services within the Township.

Amount Requested: $120,000

 

Facility Upgrades

Transportation Security Laboratory
Atlantic City, NJ

The requested funds will be used for facility upgrades at the Department of Homeland Security's Transportation Security Laboratory. This facility provides research, development, testing and evaluation of systems and processes designed to mitigate threats posed to the nation's transportation system. The President's FY 2011 budget requested funding for renovations to the facility to allow for increased and improved testing and this request supports the President's proposal.

Bill Language Request

Reducing the Non-Federal Cost-Share for Disaster Response

The Federal government made four disaster declarations following severe storms that hit New Jersey in November and December of 2009 and February and March of 2010. The Federal Emergency Management Agency (FEMA) provides funding to state and local governments for the clean-up and recovery efforts in federally declared disaster areas and this request would reduce the non-federal cost-share for disaster assistance from 25% to 10%.
